On 10 March 2008, over 55 Rugova community stakeholders met together for the first time with NGO ERA group to identify their community’s values and to form 
working groups as part of the Green Agenda process in Kosovo. The participants welcomed the Green Agenda process in their community, and remarked that this is the first time in their history that the Rugova community has been asked collectively to be a part of any strategic process. By the end of the First Stakeholder Meeting, the participants had integrated each and every value identified into four specific working groups. This meeting was covered by the TV, radio and newspaper correspondents.
The Rugova Community is made up of 13 villages in Western Kosovo (Peja Municipality) on the border with Montenegro. This rural mountainous region is characterized by a steep gorge with a river running through it, and high biodiversity. It currently a focal point for a future trans-boundary protected area between Kosovo, Montenegro and Albania.
