A meeting with vulnerable groups took place in Voskopoja Commune on 12 july 2008, involving: group of poor people under the social assistance scheme, group of farmer women, retired people, and unemployed young people.

The purpose of the workshop was the involvement of vulnerable groups of Voskopoja Commune in the process of environmental plan that is ongoing.

After the introductory session of the project, the participants working in different work groups identified the impact of environmental tendencies.

The matrices’ form prepared on a flipchart guiding where the participants presented their thought. During this activity to vulnerable groups was also introduced the identified values by the work groups for the last 15 years, the way how quality and quantity of environment changed. Based on this information and filling up the matrices’ form (table), the work groups gave their inputs on the impact that the environmental tendencies will have on their quality of life. At the end of the work, each of work groups presented the results.

On 10 March 2008, over 55 Rugova community stakeholders met together for the first time with NGO ERA group to identify their community’s values and to form Rugova Community identifies its Values (Vlerat)Rugova Community identifies its Values (Vlerat)working groups as part of the Green Agenda process in Kosovo.  The participants welcomed the Green Agenda process in their community, and remarked that this is the first time in their history that the Rugova community has been asked collectively to be a part of any strategic process.  By the end of the First Stakeholder Meeting, the participants had integrated each and every value identified into four specific working groups.  This meeting was covered by the TV, radio and newspaper correspondents.

The Rugova Community is made up of 13 villages in Western Kosovo (Peja Municipality) on the border with Montenegro.  This rural mountainous region is characterized by a steep gorge with a river running through it, and high biodiversity.  It currently a focal point for a future trans-boundary protected area between Kosovo, Montenegro and Albania.
