On May 11th , 2010 the working groups in Preza had their second meeting for the third phase. At this meeting the working groups made the finalization of the upcoming pilot project. They have decided that the three groups to make a joint pilot project. They thought to create “Touristic Guides” with promotional materials of touristic values of the area.
Also during May, members of the working groups have been involved in some trainings very important. With these topics: IPA Training Funds and Cross Border Cooperation in Tirana, with trainers from Eden Center. Also they had a national training of the working groups in Shkodra with the topic: “Public Relations.” These training topics organized for the working groups will help them in their work in the future regarding the Green Agenda process and in other areas.

On May 25th the working groups in Preza had a very important training with one of the most important issues: “Fundraising” In these training they received information in: Where could they find funds, How to distinguish the right donor for the right field, Possible donors, and How to find donors and how to raise funds?

On May 31, 2010, the project coordinators of the Green Agenda and coordinators of working groups were gathered for the next meeting of the National Platform of the Green Agenda in Albania. At this meeting they discussed about the progress of the Green Agenda Manual for Albania and in the framework of the activities of making visible the Green Agenda at the local level.

Dear colleague in sustainable development,

We are proud to present you the second volume of our Green Agenda Newsletter. The Newsletter provides information on ongoing activities, upcoming events and success stories in and from Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro and Serbia concerning local sustainable development. In each Newsletter we will also highlight an aspect of the methodology used for these local processes, the Green Agenda method. These processes are coordinated by 19 local partner NGOs, 6 trainers groups and Milieukontakt International. At the moment, 20 communities around the Western Balkans are involved. These communities are all very different in many aspects, but they all have committed inhabitants and local authorities that are willing to invest time and energy into a better future that preserves and improves local natural and cultural-historical values. Another special and shared feature of these communities is that the local stakeholders are in fact the motor in the formulation of a joint strategy and action plan as well as their implementation. They have truly embraced the Green Agenda method as developed by Milieukontakt International over the last decade.

Four working groups were created and formalized in Dajci Commune. They began their work to build teams within groups and to spread their duties. As planned were realized three meetings during the period, one in July and two meetings in September.  As planned since in the first meeting with stakeholders the WG worked and focused on four topics.

Problem identification and cause analysis (18.09.2008) The WG during the third meeting worked in problem identification and cause of these problems. After the first trainings of WG was suggested to evaluate the real situation and to determine reachable standards within GA process. Also the groups worked to find a variety of ways to solve the problems.Also was suggested to have alternatives in solving the problems based on best potentials of the community.  1. Historical and traditional values in Dajci Commune Problems identified The church is in a difficult situation. Although are made some dams to protect its walls from the erosion of Buna River it is needed more investment. Tourist are not coming so much as before in Shirq and it is needed not only protection and restoration of church, but also the promotion of its tourist values.  2. Biodiversity of Buna River and environmental topics Problems identified The lost in biodiversity and especially the lost of Acipenser sturio is considered big problem.  The endangered species and the erosion in the shores. The erosion is causing also the lost of soil and problems in agriculture.  A big problem is also the management of wastes, organics and urban wastes. Some villages have the agriculture soil near rural areas and are depositing organic waste in composting fosses. And others are depositing organic wastes of animals in the road. This is considered a big problem too. After the discussion of this problem with all the head of villages we met the responsible person in urban planning office. Dajci commune is working to prepare the project for the construction of small landfill near Pentari village.  3. Agriculture and processing of farming productsProblems identified Farmers are having problems with the market. Agricultures need subsidies for soil work and also private economies in agricultural sector. Milk and fruit producers are having also difficulties in marketing and promotion of products cultivated in their sectors.  4.      Traditional (folk) costumes and feast A lot of traditional songs and costumes were linked with the culture of life in Dajci commune. People created a lot of songs during the important moments of the life, the weddings, the death and songs for the naissance (called lullaby). Also the tradition of work in hand-loom and weave of traditional costumes was a big value for the culture, but also for the economical life of peoples in Dajci.  The group discussed a lot about traditional feast in the zone, each village in one day during the year is celebrating a feast. Peoples coming from other villages celebrate together and this is a beautiful thing.  The only problem identified from the group is that the traditional costumes are not so preferable for new generations.

Assessment of values, trends and impacts (05.09.2008)During the second meeting groups were suggested and decided to work on the evaluation of values and trends and their impact in the social and economical life of the inhabitants.   1. Historical and traditional values in Dajci Commune The tradition of education in Dajci region is trill running well. It is a lot of interests of peoples to bring pupils to schools and a lot of inhabitants of dajci are studying in Universities of Shkodra and Tirana. A lot of specialists working in the commune or in the private sector are interested to transmit knowledge’s in topics of agriculture, forestry and fishery. Shirqi church is for the moment in a difficult situation, but with a small investment could be a very attractive place for tourist. Historical values of Shirqi villages are linked also with the antic small port in Buna River.  2. Biodiversity of Buna River and environmental topics  The economical situation in the villages of Dajci is linked to the farmer products and milk products. The agricultural products are healthy, clean and organic, but the farmers don’t have the sure market. The milk products are a lot influencing the increase of the economy in the families.  3. Agriculture and processing of farming productsProducts are clean, are healthy and are goods. Products witch are organics have higher prices. Milk products are very famous in the Region of Shkodra. Horticulture is a specific direction of the agriculture. A lot of private businesses are working in the commune. 4.      Traditional (folk) costumes and feast A lot of traditional songs and costumes were linked with the culture of life in Dajci commune. People created a lot of songs during the important moments of the life, the weddings, the death and songs for the naissance (called lullaby).  Data and information analyze (18.07.2008)The group has collect and analyse data in history and tradition of education in Dajci and in the development of history in Shirqi village.  1. Historical and traditional values in Dajci Commune The situation of the church and their threats from erosion, the lack of investments and low number of visitors were the main problems discussed in the first meeting of the group. Another problem discussed in the first meeting was the situation in schools, the programs of inters curricular subjects and the lack of practices in our schools. The group decided to have to main directions, one in education and one in culture and historical developments in Dajci region. Values identified Dajci was known as a centre in the antic civilisation In Shirqi was a port (small port) famous for the period Shirqi church is a historical monument, unique for the period of XIV centaury.  2. Biodiversity of Buna River and environmental topics The group has collect and analyse data in biodiversity and forestry, fishery and agriculture for a real estimation of problems. They have evaluated the information data from the first phase of the process, but they decided to work in further data collection. The information necessary to be evaluated was about values, potentials and opportunities of natural development in the commune. A lot of values related to the biodiversity of Buna River. The group decided to work in three main directions Biodiversity of Buna River, Erosion in the borders of Buna and Waste management in Dajci Commune Values identified Biodiversity of Buna River and natural values in the zoneBuna River and its estuaryThe biodiversity and forest are a rich natural reserve in the zone. A lot of publications, the status of the zone and its promotion are a good base for the work of working group. The projects made from the commune and from pupils of schools are also a base for the further work.   3. Agriculture and processing of farming products Agriculture is one of the main branches of economical development in the zone. Before Dajci was known in all Shkodra Prefecture as a big producer of crops and cereals. Since in the first meeting the group has evaluate a lot of values still remaining in the zone, like cultivation of corns, cultivation of vineyards, cultivation of horticultures. Also participants evaluated a lot of problems like use of pesticides in the fields, use of other chemical products for insects with are a big problem also for bees. The market for agricultural and other products was also an issue discussed during the first meeting of the group. Values identified The cultivation of organic products in the zone The cultivation of decorative plants in private economiesThe milk products and cheese produced in private sector are a value which needs to be promoted. The honey is famous and also other fruit products.  4. Traditional (folk) costumes and feast The group of traditional costumes and feasts was the most motivated group since in the first meeting. The values of folk traditions and the use of traditional costumes is a big values evaluated from the group. The tradition of songs and traditional feasts during the last years is a little bit lightening. Not a lot of women are using traditional costumes, but a lot of them are working in handicraft products and are interested to have a market in the zone and around.    Values identified The traditional costumes and traditional handicraft products The celebration of feast in a lot of villages in the zone Exchange of visits and a lot of peoples participating in the feast celebration

1.  Me 18 Shtator 2008 është realizuar takimi me grupet e punës për identifikimin e prioriteteve dhe standarteve të vlerave të përcaktuara. Në këtë takim, një rëndësi e veçantë  ishte dhe pjesmarrja e kryetarit të Komunës, që u konsiderua me shumë rëndësi. Kjo pjesëmarrje tregon interesimin e autoriteteve lokale. Gjatë këtij takimi ishte e pranishme dhe Valbona Mazreku përfaqësuese e Mileukontakt Internacional.

 2. Do të zhvillohet të premten me 17 Tetor 2008 trajnimi i rradhës me grupet e punës mbi përcaktimin e vizionit të Green Agenda në komunën e Dajçit.

1. Historia dhe vlerat kulturore:

- Është shkruar Historia e kishës së Shirqit.

- Historia e arsimit të shkollave në Dajç është në proces.

- Aktivitete që mund të bëhen si mbjellja e fidanëve dhe mbajtja pastër e oborreve në shkolla, vlerësohen si projekte pilote të mundshme për t“u realizuar nga ky grup.   

2. Mjedisi dhe Biodiversiteti i lumit Buna:

- Biodiversiteti i lumit Buna, listimi i specieve në rrezik zhdukje si:bimët, peshqit dhe gjitarët.

- Janë diskutuar problemet në lidhje me peshkimin në lumin Buna.

-Erozioni është një problem shumë i rëndësishëm për brigjet e lumit Buna.

- Është diskutuar mundësia e ndërtimit të një landfilli dhe shihet si një aktivitet konkret.    

- Është e nevojshme bashkëpunimi midis Komunave të tjera fqinje.

 3. Bujqësia dhe përpunimi i produkteve blektorale 

 Në diskutimin  e këtij grupi zunë vend shumë problematika, meqënëse aktiviteti ekonomik i zonës bazohet në bujqësi dhe në blegtori.

Problemet që u diskutuan:

- Prodhimtaria e ulët e tokës.

 Nuk janë më të preferuara bimët tradicionale.

-Është problemi  marketingu i produkteve agrobujqësore.

- Problemi me pesticidet që sjellin ngordhjen e bletëve nga përdorimi pa kriter i tyre.

 - Kërkohet një pikë tregtimi për bimët dekorative.

- Mundësia e bashkëpunimit me Komunën në mbjelljen e pemëve dekorative, shihet si një projekt pilot i mundshëm. 

4. Veshjet tradicionale dhe festat fetare

- Vlerat dhe kostumet tradicionale janë konsederuar si një vlerë e madhe.

- Grupi e sheh me shume vlerë rikthimin e përdorimit të  kostumeve popullore tradicionale.

 - Gjithahshtu vlerësohet si problematike mungesa e punimeve artizanale (tezgjah dhe puna e dorës).

- Ruatja e traditave të dasmave dhe këngët e dasmave, ninullat dhe këngët e vajit.

- Ruatja e vlerave folklorike. Shihen si projekte të mundshme pilote këto aktivitete.

- Organizimi i festave fetare tradicionale në fshatra të ndryshëm.

- Organizimi i një panairi me kostume dhe produkte tradicionale.

1. Historical and traditional values 

- History of Shirqi church is developed.

- Document of history of education in Dajçi commune is presented.

- Problems with infrastructure in schools are discussed.

- Possible activities like planting saplings green areas reconstruction and cleaning areas around schools are presented like possible pilot projects. 

2. Biodiversity and Buna River

 - Biodiversity of Buna River; List of endangered species: fish, plants, animals.

- Problems with fishing in Buna River are discussed.

- Erosion in Buna costs is considered a problem for beach areas.

- Possible landfill construction is discussed as a concrete activity. It is needed cooperation between Commune and Interco-operation.  

3. Agriculture and processing of farming products 

Problems discussed:

- Low production of soil.

- Traditional plants are not more prefer.

- Problems with marketing of agricultural products.

- Problem with use of pesticides and problems with bee death from this use.

- Market of decorative plants is good evaluated.

- Possible cooperation with commune in planning decorative trees, like possible pilot projects. 

4. Traditional costumes and feast

 - Traditional values and costumes are considered as big values.

- Renovation of traditional of popular costumes.

- Collecting songs of weddings, deaths and wail.

- Regeneration of folk values.

- Organization of traditional feasts in different villages.

- Organization of a fair with traditional costumes and traditional products.
