Работилницата на тема “Учество на јавноста во процесот на планирање и донесување одлуки” се одржа на 7ми и 8ми октомври 2010 година во хотел “Сонце” во Скопје. Работилницата е реализирана во рамки на проектот „Европско партнерство за локалните Зелени Агенди” кој е финансиски поддржан од ИПА 2008 – програма за граѓанско општество: Поддршка на партнерски акции „Животна средина, Енергетска ефикасност, Здравство и заштита при работа” и проектот „Зелена Агенда како алатка за зачувување на природните вредности” кој е финансиски поддржан од Министерството за животна средина и просторно планирање на Република Македонија во рамки на Програмата за распределување на средства за финансирање и реализирање на програми, проекти и други активности од областа на животната средина. Учесниците на работилницата ги претставуваа следните општини од Македонија: општина Центар– Скопје, општина Радовиш и општина Гевгелија, општина Делчево и општина Вевчани, како и три здруженија на граѓани: „Еко-свест“ од Скопје, „ЦЕЛОР” од Радовиш и „Радио-аматерски сојуз“ од Гевгелија.

On 23 and 24 July 2010 in the Hotel Sirius – Strumica, held the first joint workshop on the Green Agenda process in Macedonia as part of Project Green Agenda as a tool to preserve natural values. The project is funded by the Ministry of Environment and Physical Planning Republic of Macedonia.
The workshop was organized by the local office of Milieukontakt International in Macedonia, KOCKA – Training Institute and the National Platform for Green Agenda in Macedonia.
At the workshop was attending representatives from local governments in three municipalities in Macedonia: Municipality Centre – Skopje, Municipality Radovis and Municipality of Gevgelija, as well as one representative of three NGOs, Eco-sense of Skopje, CELOR of Radovis and Radio Amateur Association of Gevgelija.
The workshop consisted of two working days and through several working sessions was presented the basic steps in creating and implementing the process of Green Agenda.
The first session was devoted to introducing the participants, expectations of the workshop and introduction of the agenda for the workshop, as well as a brief introduction of Milieukontakt International – Local office in Macedonia.
The second session consisted of presentation of the steps and approach of the Green Agenda, and presentation of connecting the green agenda with legislation in Macedonia.
The third session was reserved for the review of experiences and results of Green Day in Macedonia, project 2007-2010; experiences from other countries in Europe and represent the national platform of Green Day – Macedonia.
At the fourth session were presented and elaborated analysis of stakeholders and analysis of strategic documents at the local level.
At the fifth working session were reviewed necessary preparations for organization of the first meeting of stakeholders and consideration of the values of the municipalities and the establishment of working groups.
At the sixth working session was developed analysis of key factors and issues in the community, analysis of trends and impacts, analysis of standards and problems in the process of Green Agenda and analysis of potentials and possibilities.
The seventh working session was addressed to prioritization and preparation of documents for the Green Agenda process at the local level.
At the eighth and final working session by the three groups was drawn up a plan for training activities in the municipalities for the period 1 August to 1 December 2010.

GREENING THE LOCAL ELECTIONS IN BITOLA
Candidates for Mayor in Bitola, signed Declaration for cooperation wehere implementation of the Green Agenda Action plan is the first topic.
With tea and coffee in relax and nice atmosphere, we ask the candidates for Mayor of Bitola: “What are their priorities related to environment and nature protection if they are elected”
The first and most important topic was their commitment for implementation of the Green Agenda Action Plan.
After the discussion DECLARATION for cooperation is signed.
Signed declaration consist 5 top priority topics where Adoption and implementation of the Green Agenda is placed at the first place.
That’s how Green Agenda Action Plan become part of the political promise by the candidates for Mayor of Bitola Municipality.
This event is important for the process of advocacy for the environmental issues to take priority place in the Agenda of the political parties.
Signed declaration is opening the door for cooperation with other political parties presented in the Local Municipality council.
This event was in line with our tendency to involve political parties from the beginning of the process being aware that political support by the decision makers will be necessary.
“Eco coffee” event take place in the “Hotel Millennium” in Bitola on 17.03.2009 starting at 12.00 h.

After going trough the Green Agenda steps, the process is in the phase of drafting the Document: Green Agenda Action Plan for Bitola Municipality.
Working groups have drafted their priorities. Till end of January we expect to have the first version of the document that will go on public hearing. Public participation is very important in improving democracy at local municipality level but also for its implementation.
Working group on seting up Information and education centre for sustainable development has created their vision. At the folowing link we are presenting to you 3D animation of their vision.

Last night in Vevcani the Tourist Informative Center was officially opened. During the small ceremony present guests has opportunity to enjoy the presentation of the Green Agenda Project in the municipality of Vevcani and work-plan of the Center. Many officials from the local self government, local NGOs, citizens and representatives from GEF-SGP Macedonia and Milieukontakt International Local office Macedonia had fruitful discussions on the future development and activities of Tourist Info Center in Vevcani.
Prior the opening ceremony, a joint meeting was held between Krste Jon/ Green Center from Struga (coordinators for the Green Agenda in Vevcani) and two supporters and donors of the Green Agenda Mr. Zlatko Samardziev, coordinator of GEF-SGP Macedonia and Mr. Igor Slavkoski, local coordinator of Milieukontakt International- Macedonia for the evaluation of the activities that are undertook so far in the scope of the Green Agenda project in Vevcani.
Conference call was made with Nesad Azemovski from Biosfera- Bitola, due to joint activities of Krste Jon and Biosfera. The progress of the project was evaluated positive and ideas of promotional materials were shared. On the meeting, beside Samardziev and Slavkoski, were present Maja Markovska, Marjan Glavinceski and Nikola Kukunes from Krste Jon/ Green Center Struga, Aleksandra Karakashova- coordinator of the National Green Agenda Platform in Macedonia and Julijana Daskalov, local financial coordinator of GA project in Macedonia.

Green agenda project in Kyrgyzstan was implemented during 2005-2007 in four communities in Kyrgyzstan, two of them were rural and two – urban. Manual on Green Agenda in Kyrgyzstan was published as two language manual – Russian/Kyrgyz.

Representatives of the Green Agenda Working Groups from Struga and Bitola visit Delcevo municipality and members of the Green Agenda workingf groups.
The main goal of the study visit was to exchange information and experience related to Green Agenda implementation in a 3 different municipalities.
Monthly meeting with local coordinator for Green Agenda Macedonia was also held. Progres of the Green Agenda implementation is explained, plan till end of the year and short info about status of implementation of the Green Agenda in other countries.
Participants have had the opportunity to visit PIJANECKO MALESEVSKA SVADBA (traditional wedding celabration) with a smal fair of traditional food and folk dances..

On 05-06/09/08 in Voskopoja Commune was organized the work groups meeting for SWOT and problems’ costs analyze.
Goal: Identification of the possibilities, threats and other factors that cause defined problems.
During the first workshop the working groups developed the SWOT analyze based on the values identified during the previous meetings. All the four work groups defined the strong and week points, possibilities and threats based on the main values.
During the second workshop, the working groups identified the factors and policies that cause the defined problems and they indentified the main responsible actors. The possibilities for positive changes, were discussed too
In order to facilitate the work of Green Agenda Staff, a form was prepared before the workshop where factors, actors and possibilities in local, national and international level were identified per each problem.
In order to have a better definition, financial, demografic, political factors were taken into account. Per each problem was agreed on:
1. Factors that cause the problem in local, national and international level
2. Responsible actors
3. Possibilities that help on the problem solution
4. Other factors and issues
The collected idea and information from the community will help for preparation of the realistic and applicable environmental plan.

On 16/08/08 in Voskopoja Commune was organized the workshop with working groups in order to define the main environmental problems (Step 7)
Goal: Defining the main environmental problems and using them as criteria for establishing the strategy and the ways for the problems’ solution.
During the first session working groups identified the problems that the main environmental value have, filling in the following table:
